Sorry for caps lock needed to emphasis that strongly.

There is ONLY ONE SETTING THAT IS AFFECTING THIS GAME AND THAT IS THE 'HIGH QUALITY LIGHTING' SETTINGS. From there I first reduced the settings that I dont really like like motion blur etc. Then I did some troubleshooting of my own by messing around with different specific settings in 'Adv Graphics' tab after i clicked on 'Detect optimal settings' which set my overall graphics back to Very high settings.

Infact it was so bad it sometimes even shows the loading screen (dont know why). This still caused the FPS to fluctuate and constantly drop from 60 to 20 FPS every couple second, which caused suttering, hitching lag etc when riding my horse. I gotten about 50 - 60 fps in Bree land, Chetwood south location and every time i move the game instantly drops FPS to about 20 - 22 FPS every 2 - 3 seconds, so my first guess was let me reduce my settings to the lowest settings possible. So first thing I did was i went to options in the graphics tab and clicked on 'Detect optimal settings' this set my overall settings to very high on Directx11. So I just returned to this game about 2 months ago and I noticed the game was lagging so badly is unplayable even on the lowest setting despite the fact my laptop can run other more demanding games on high settings like Battlefield 4, World of Warcraft, Call of duty Modern Warfare 3 etc.
